Abstract

Since 2011 the Libyan crisis has moved from being a domestic dispute to assuming increasing importance at the international level. Today it represents a crucial issue affecting global security. The intervention of external actors in the Libyan crisis was mainly driven by a desire to direct the transition towards outcomes that would best meet their own political and economic interests. Accordingly, each external player tried to support one specific faction, favoring either the Parliament in Tobruk, upheld by Khalifa Haftar, or the Presidential Council headed by Fayez al-Serraj in Tripoli, the latter being legitimized by the UN as well as by local militias in both Misrata and Tripoli. This report analyzes the troublesome re-building of Libya with a focus on the specific role played by international actors (neighboring and Gulf countries, European nations, Russia and the US) which make it more of an international rather than a domestic issue.

Abstract

NATO's Libya Operation was a first in several ways: the first time the alliance operated in an Arab and African country, the first time Arab partners participated in kinetic missions, the first time it executed a UN mandate designed to protect civilians and the first time the United States were not in the lead. This test tells the operation's story from all sides concerned: spanning the hallways of the United Nations in New York, NATO Headquarters in Brussels and, crucially, the two operational epicenters: the Libyan battlefield, and Joint Force Command Naples, which was in charge of the mission. Abstract

The bloody Libyan Revolution of 2011 that overthrew Muammar Gaddafi and the resurgence of violence between factions since 2014 have led to a terrible displacement crisis, with hundreds of thousands of people uprooted within the country, and hundreds of thousands more forced to seek shelter in neighboring countries, particularly Tunisia. Those who have been uprooted range from beneficiaries of the Gaddafi regime, to persecuted ethnic minorities, to those simply caught in the crossfire. Many of these exiles live in fear of being forcibly returned to Libya where, in the absence of security, rule of law, and a functional transitional justice process, they may face incarceration, torture, and death. The continued displacement of Libyans has significant political, socio-economic, humanitarian, and human rights implications. Drawing on in-depth interviews with policymakers, practitioners, and displaced persons in Libya and Tunisia, this study analyzes the complex dimensions and implications of the Libyan displacement crisis. While resolution of this crisis hinges on a negotiated end to the Libyan civil war, this study seeks to help lay the groundwork for this process by identifying constructive approaches to improve assistance strategies, and, eventually to support durable solutions for displaced Libyans.
